The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program.
Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.
The City of Bonifay, Florida
HMGP- 4138-08- R Camp Branch Project
Location of Proposed Work:
The area affected by this project will begin at Stewart St. and will end at the City limits near the City of Bonifay wastewater treatment plant.
Proposed Work and Purpose:
The primary purpose for this project will be alleviate flooding and overtopping of road along the proposed project route that begins on Stewart street and ends at the City limits near City ‘s wastewater treatment facility. The proposed project will include upsizing the following culvert and bridges
1. Driveway culverts between Stewart Street and McGee St
2. Culverts on McGee St, Depot St, and Moody St
3. Culverts on both side of HWY 79 and under HWY 79
4. Culvert under Oklahoma St and Magnolia St
5. Ditch widening pass Magnolia street to the City limits
Plans and specification for the project are available at the City of Bonifay, city hall and can be reviewed during regular business hours
The alternatives that have been considered are 1) the no action alternative and 2) Adding storage in upper reach and 3) Widening and re-shaping the channel in various locations. These alternatives to the proposed project are not viable because under Alternative 1) no work will be accomplished repetitive flooding is not alleviated and the needs of the community would not be served; and Alternative 2 and 3 provides minimal relief from flooding therefore the needs of the community would not be served
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Recovery and Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 30 days of this notice. The State will forward comments to applicable regulatory agencies as needed. Monitoring Requirements Not Met for City of Bonifay Water Department
Our water system recently violated a drinking water standard in the 3rd Quarter 2016.
Even though these were not emergencies, as our customers, you have a right to know
what happened, what you should do, and what is being doing to correct this situation.
We are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether our drinking water meets health standards. During 3rd Quarter 2016 we did not monitor or test for certain contaminant(s) at the required monitoring sites and therefore cannot be sure of the quality of our drinking water during that time; however, we have never had high levels of these contaminants in the past.
There is nothing you need to do at this time.
The table below lists the contaminant(s) we did not properly test for during the last year, how often we are supposed to sample for these contaminants and how many samples we are supposed to take, how many samples we took, when samples should have been taken, and the date on which follow-up samples were (or will be) taken.
